We build on barrier islands and coastlines that we have absolutely no business building on. The federal government underwrites the insurance. Then we use federal money to rebuild it when the inevitable happens. It's not a climate change issue. It's a stupidity issue! (Doesn't the Bible have a story about a Great Flood?)
